Where do I find release notes on completed releases? Do I have to download the release to see them?

Generally this information is released as a blog post (blog image/link above in sie navigation), often from Shaun, sometimes from other Core Team Members.

roadmap contains items that will be in next release, changelog contains items that are in the current and past releases. Also: inside DNN there is a menu called  "What's new ", sits on the host menu, and shows you what is new in this release

The complete detailed changelog can be obtained from Gemini (support.dotnetnuke.com) like described by Erik.

Comprehensive release notes are provided on the download page at dotnetnuke.codeplex.com with every version.
