I went back and created another portal with the other template we use and the problem happened again.

we have two templates to choose from when creating a portal the "default website" and the "dotnetnuke" templates.

If you choose "default website" for the template everything works ok. If you choose "dotnetnuke" template the problem occurs and greys everything out.

So I'm marking it down as a template problem... I'm new to dot net nuke and  I'm not sure about those templates and changing them.

It's possible that someone changed the templates around or created one that will no longer work. Default Website is the only distributed with DNN installs nowadays

templates need to be updated as well, using old templates (delivered with previous versions or created manually) may fail.
