Is it possible as the admin to create a blog for another user which that user can then post to? Otherwise users that have edit access to the blog module will be able to create as many blogs as they like.

No, this is not an adminstrative task. Each user can create their own blog (one blog per user).

OK - and if I want to only allow certain users to have a blog I need to add another user role to the portal, assign that as the edit permissions to the create blog module and then assign that role to the members that I wish to allow to have a blog?
