 now i see the difference. the row RoleID has the value -1 and at a lokal installation the tabs has the roleID 0

which RoleID is used for "All Users" ?

Same problem for me after upgrading to 5.4.1. Error occurs when I add a new portal : permissions component locks 'All Users' role instead of 'Administrators' role, and 'Administrators' permissions can be changed.
For all permission types : tab, module and folder.

that's exactly my problem. but i don't know how to correct this.

That's strange because :

  • problem occurs for portals created after upgrade only
  • db permissions seems to be the same for extisting and new portals (new after upgrade)
