 i made a new install with dnn 5.4.1 and there is a problem with the permissions at the tab settings. 

the admin and "all users" are mixed up. i can give the admin view and edit rights but i can't check the box for all users. so all users can edit each tab.

this is a very big bug!

Michael - if this is a new clean install - could you try reinstalling?

do you mean to clean the last version raw at the database and run the upgrade script 5.4.1 again?

i looked into the database,where are the permision settings of the tab stored? at my portal the settings from admin and all users are changed. when i cklick on login i see the login mask but with the red admin border.

Michael, check out the tabpermissions table. please make sure to log any issue at support.dotnetnuke.com.
