I would suggest you to install Firebug with Google PageSpeed to identify the areas that you can improve on. For the server, you can get some tools from Microsoft to monitor your server and identify the problem: http://msdn.microsoft.com/en-us/library/ms179428.aspx

I installed the Firefox tools and also Google's Page Tools. The culprit is the ScriptResource.axd and WebResource.axd. The file sizes are quite small, with most being only 20kb. However the average waiting time is 20 secs. That is how long it takes for my website to load.

With caching, the subsequent menu clicks are less taxing with load times well below 3 seconds. I am still struggling to understand why it waits 20 secs before serving the axd files. So my problem still persists.

To avoid the site unloading and causing the slow first page load time, use something like SmarterPing to ping the keepalive.aspx page in your site. This will keep the site from recompiling during slow periods. SmarterPing is free and easy to use.
