Thanks again for the fast reply.

I tried restarting like you suggested and DNN still isn't attaching my CSS to the skin.  I've opened the HTML by itself and the CSS is working appropriately, so it's something I'm not doing right in DNN.

When I parse the skin file the only lines I see related to the CSS file are the following:

Substituting: <link href="Hudson.css" rel="stylesheet" type="text/css" />
With: <link href="/portals/_default/skins/hudson/Hudson.css" rel="stylesheet" type="text/css" /> 


And the resulting ascx file does not include any reference to the CSS file.

Any other suggestions on what I might be doing wrong?

The ascx does not contain any references to CSS files, they are loaded automatically.
You should use the correct naming for the CSS files or they will not be loaded.

If your skin is called myskin and you add "xyz.css" to your HTML file it will never be loaded as DNN only loads files based on their name and existence.

Skin.css is the default name for a css file for a skin...
SkinFileName.css is another one (name of the CSS file has to be exaclty the same as the HTML file name)
