This is what I found out so far.

My provider had the Application Pool set to restart itself when the memory being used is 500MB for that application. In my case, this threshold was never reached and the website went into the Under Construction mode. Changing this value to 250MB has helped as the application pool is recycled more often, however it still does happen occassionaly.

Trying to figure out what the best App Pool config should be.

strange, you shouldn't need to recycle the app pool to access the database. most of my test sites have unlimited resources w/o problems.

It's really strange.

The database is local (on the same server as IIS) and I can connect from the SQL Management Tool. Recycling the App Pool always brings it back.

how does your connection string look like? are you using file based connection ("database.mdf") and also attached the database in SQL Server Management Studio?

No, It's not a file based connection. The SQL Server is installed on the same physical host as the IIS components.
