The issue could also occours if you try to upgrade en instance with an install package and overwrite the web.config file with the new on from the install package.  If you then sett the new connection strings only, you could not connect or not connect well to the database about a wrong Maschine Key and missong objectQualifier and other databaseOwner as you used on the old version. 

Using the install package needed always a backed up web config file of the old version, and tranfering the both connection strings, the Maschine Key, and last but not least the objectQualifier and databaseOwner settings.

but when application goes to underconstruction.htm, what would be recorded in dnn event viewer, if it's a lost of connection to the database, what causes that to happen at that moment ,.
we couldn't identify the problem whether it's from iis application pool or from database connection.

any thoughts

Mohammed, when did behaviour start - since last upgrade or install of an extension? Does it happen onstantly or occasionally? are there items associated in DNN eventlog or Windows event log?

4 years , we've created website using 4.9, then upgraded according to recommended path to 6.1.5 now.
from that time till now sometimes 1 time a month, and some other times 2 times a month or one every two months.
when I check windows event log in application I find warning about ASP.NET; and sometimes I check dnn event log i shows some sql connection exception.

Just had this issue in Win 2012 and it was due to file permissions with the ApplicationPool Identity
