The Word viewer is similar to the PDF reader.  you have to have it installed on your PC.  Since most people have PDF reader installed it simply works.  The Word Viewer is not typically installed and this is why I suggested converting to PDF.

How you configure the PDF viewer is up to you.  If you simply ask to "open" the .pdf file then you will get the default presentation.  If you want a special view, you need to launch the viewer with the required options set.   These options are based on the viewer .. so you need to check the viewer developers -- Adobe for example -- of Foxit is another.

AS for Ubuntu .. sounds as if there may not be a PDF View loaded-- so assumes you want to download the file,
