You make some very good points.
Except that I've volunteered to help repeatedly and I've never even gotten an acknowledgement of that fact, much less been allowed to contribute.
It's not like I don't know how to write documentation and code. I've
published one book (which was a reference manual/how to for a software
product) that got 5 star ratings on Amazon.com, and have published dozens and dozens of articles and conference papers. I've even served as the editor for an international technical journal and as a contributing editor for several more.
I'm a darn good software developer, too. :)
Why don't I just write the documentation anyway?
Well, I took the time to read their notes on contributing.
They won't take work product from you unless you sign a document relinquishing rights to the work, but they don't make the document available on the site (that I can find, anyway). So I can't even sign the document, do the changes, and email them in.
And I sure won't take the time to write it if I can't even get someone to respond.
If and when someone on the team gets around to contacting me, I'll be glad to volunteer my time and expertise.
