After a few more days of frustration I think I have found a solution. In the Announcements module SQL I changed getDate to getUTCDate.
I have tested this by changing it back to getDate  and it stopped giving the correct time, when switched back again it showed as I wanted.
As I have very little knowledge of what I am doing and work a lot on trial and error not sure if what I have done will break something else? Someone from DNN may like to have a look at this?
One more thing make sure your hosting server and local machine are showing the correct minutes my machine and the host server are out by a couple of minutes so everything happens two minutes later than expected. My machine is correct to GMT.

getTimeUTC will return the proper date for GMT by definition, but will not adjust to DST.
