The error is occuring in the DotNetNuke Gallery module and is somewhat of a generic error, most likely due to its inability to either decode the url encoded path passed in the querystring or an unexpected character found in the path after it has been decoded. If you are using a right-to-left language, I'm not sure that Gallery can handle it.
