The only dlls that are being loaded are from D:\Windows\System32. Shouldn't it being loading the dlls from my website?

Just as an update, I was able to get the debugging to work. I just started over from scratch. Since it was justa dev environment I deleted the site, folders, ect. Did a new install, set up new site, ect. And then after that it started to work.

But thank you to everyone that responded, I did learn some things so it wasn't a total waste of time on my part, just annoying a little
