The upgrade packages by design do NOT include a web.config or release.config file. All necessary changes to the site's existing web.config file will be made automatically during the upgrade process when upgrading from DotNetNuke v 4.6.2 and later.

That's correct, any upgrades from DNN versions 4.6.2 and later do not require manual web.config changes. Use the appropriate version upgrade package (not the install package) when upgrading as it will not contain a web.config file. Copy the extracted upgrade zip package folders and files over the existing installation being sure to allow the latest version files of the same name to replace the existing ones then trigger the upgrade.

Backups of both the file system and the database are always a must in case something goes wrong and you must roll back to the earlier version.

When upgrading, be sure to check the Wiki and Blog posts (Will Strohl's in particular) for the recommended version upgrade steps - for example, 4.6.2 to 4.9.5,  (to 5.2.3 optionally), to 5.4.4, and to 5.6.2 is one of those recommended.
