you might need to copy the file from /install/module folder of install package into same folder of your installation. Another great option is using CKEditor 3 provider from dnnckeditor.codeplex.com

For some odd reason the 6.0.0 Rad Editor provider was not included in the Upgrade.zip install package the older 5.6.3 telerik editor was included instead by mistake one can only assume.

If you download the install.zip package and unpack it - you will find a copy of the correct provider in the /install/providers folder - file is named RadEditorProvider_06.00.00_Install.zip.

Manually install this module and once done you will see the nee HTML Editor Manager in the host menu - note - you will need to go to this page and select the new dotnetnuke.radeditor as your new provider - whatever old provider you were using will be still listed as active.
