Thank you! The following sections were missing:
<section name="folder" ....
<folder defaultProvider...

This section was not ....<sectionGroup name="DotNetNuke"....
That said insertion of those sections did in fact appear to resolve the issue with File Manager. I've still got the issue with Simplefilelist and CFFileViewer6 but I need to delve into those further.

To answer your question the upgrade was from 5.6.3 to 6.0.1. I did have a good filesystem back up but don't have much confidence in my DB backup (due to host issues) which is why I've been working my way through the issues. In truth many of the issue's I've encountered I probably would have encountered if I'd started again so it's worth working through them. Why these sections didn't get inserted into webconfig it's hard to tell.

I'll look at the logs asap but right now my host is apparently having another issue. Thank you so much for your help!

Looks ike the 6.0 changes in general did not get made to webconfig. I checked the 06.00.00.config file and the dnnloc entry hadn't been made as well. Very curious. My issue with SimpleFilelist is that it is throwing a 500.19 error - and looking for a webconfig file one directory up which it claims it doesn't have permissions to (which makes sense since it doesn't exist).
