When I navigate to a page in my site, hover over "Pages" then select "Page Settings" I get the following error in the popup:

the error message has been stripped and i cant see it in the page output -i'm guessing it contains script tags or html tags, perhaps you could try entering it again but remove some of the angle brackets so it can be seen

this is the 2nd case of this ive seen (http://www.dotnetnuke.com/Resources/Forums/forumid/107/threadid/426396/scope/posts.aspx ), but i am no closer to understanding it. Perhaps try opening the managetabs.ascx.cs file in notepad and re-saving it to see if that helps.
