Is it a Server or a hosting on an other server?  This should be very difficoult.

Check IIS Settings, Use the same .NET Version as on your old server.  Allow script and executable access for .NET
Make sure the physical file and folder permissions have full access for the applicationpool user!  IUser must have read permissions. 

Be sure you have modified both connectionstrings, if the SQL Server url is an other as before.  Check if the database user have dbowner permissions on the database!

If the domainname is changed you have to add the new Domain name to the Portals table of your database.

It is hosting on another server. The connection strings have been modified and the permissions are correctly set. The domain has not changed.

If there is installed Plesk for the Hosting administration, there are some special thinks you have look about.

On default Plesk didn't allow to change permissions on the root path!  Coppy the DNN files to a subfolder into the root path (eg root\dnn) and refer the domain to that new folder.  Check all permissions for the Folder befor running the site.
