ERROR: Could not connect to database.

A network-related or instance-specific error occurred while establishing a connection to SQL Server. The server was not found or was not accessible. Verify that the instance name is correct and that SQL Server is configured to allow remote connections. (provider: TCP Provider, error: 0 - No connection could be made because the target machine actively refused it.)

It appears that there is a problem with one or both connection strings in web.config. When upgrading to a DNN version lower than 4.6.2 you must manually modify the web.config (or release.config or development.config) configuration file's connection strings (2 places), machineKey, and if used the objectQualifier and databaseOwner values to match those of your previous version's web.config file.

One of the common errors in this manual modification to web.config is to have missplaced comment markers (<!-- and -->) around the connection strings in either the <connectionStrings> or <appSettings> sections. If you do not spot the error, please feel free to post the entire <connectionStrings> and <appSettings> sections for us to take a look at. Be sure, however to replace the actual database username and password with "xxxxx" before posting here.
