This is more of a bug report  and informational post than a question as I found a work-around.

While submitting my site map to Google, I followed the instructions in the latest DNN 6.x, and found that the current verification token being generated by DNN is no longer compatible with what Google is using.  The solution was to setup a Google Analytics account first, then use the Analytics ID to verify that I own the domain in Google's Webmaster tools.

The following steps reproduce the bug:

Login is Admin

Go to the Admin panel

Select Site Settings

Expand Site Marketing Section

Hover over the ? icon next to Verification, and follow the instructions to the letter.  The verification file that is generated by DNN has different contents than the HTML file available for download from Google Webmaster tools, and as a result it fails the Google WebMaster Tools verification test.

you may simply copy the file from google, they sometimes switch the format of the file.
