I fixed the same issue after a long term of frustration trying to figure it out, was about to make a bug report then seen this thread and the information about having modules that need special permissions on the profile page. Then it dawned on me it was showing my activity feed page which also had the message center on it.  I looked and seen a page called My Profile and clicked on it and seen all my info as I should when I click on a profile.  Then the dumb bell rang!

I went to admin settings and changed the Profile Page property to My Profile instead of Activity Feed and all was well.

I hope this helps anyone else who stumbles into this. I would like a way to follow and freind people while viewing their profile and send them a message as well. Now I can finally view the profiles I will now work towards setting up these features :)

Did you delete the 'region' property? We have found that this is a cause for Profile page access failure.
