We had the same issue. What we noticed is that jQuery was loading when the controlpanel was there and that the darkknight skin was working.

After adding the controlpanel to the skin:

<%@ Register TagPrefix="dnn" TagName="CONTROLPANEL" Src="~/Admin/Skins/controlpanel.ascx" %>

<div id="ControlPanelWrapper">

<dnn:CONTROLPANEL runat="server" id="cp"  IsDockable="True" />

</div>

The problem was solved. 

Conclusion: 
To load the jQuery the controlpanel definition needs to be available in the skin otherwise it isn't working even when you are not logged in.

The two solutions mentioned in this thread do not work for me.  Please, tell me what I can do to make this work.  Tabs work when I'm logged in as host.  When I'm not logged in, they do not work.  I am getting very frustrated trying to figure this out!

None of these solutions worked for me either.

What worked in my case was referecning the DNN:Search tag. Without it - the jQuery would not load when logged out.

  <%@ Register TagPrefix="dnn" TagName="SEARCH" Src="~/Admin/Skins/Search.ascx" %>

 <dnn:SEARCH ID="dnnSearch" runat="server" ShowSite="false" ShowWeb="false" EnableTheming="true" Submit="Search" CssClass="SearchButton" />

 Hope this helps someone

The http://ajax.googleapis.com/ajax/libs/jquery/1/jquery.min.js loads the latest version of jquery, if think thats the problem. you should load a version 1.7.2 explicit.

I think this is a risky idea.

I want my site to load the version of jQuery it was built and tested with, not whatever random thing is latest. In addition the site is slowed because that latest version is delivered without cache headers.
