I haven't started yet.. but I think that means just clicking allowing localization in the Host settings.

I think that is the plan.. but it's not clear it it would be better to create a new portal for each language.  Would that be better for search engines?  Does the site map generate links for all the languages?

From what I understand - if I do Localization in the same portal, i can support multiple languages by basically editing content from language to language.  Or I can create a new portal and just change the default language (probably better for links rather than having the language code in the url).

Does that sound right?  Can I copy a portal in it's entirety skins, pages, images, content?

it depends on your needs, whether you should use a dedicated portal for each language, language specific pages or multilingual modules. How much content will be translated, wll there be same structure and content and howdo you plan website administration?

I ended up creating portals for each language - but allowing content localization to support English and a 2nd language per portals.  However, I had to update (acutally reinstall when update from 6.2.0 failed) to 7.0 to get the Template Export / Import to work. 

 But now the process that kicks off to enable content localization fails after 3 of 255 pages with 2 languages (default and extra one).  The content is all static html modules.

And so the result is a botched site - tabs don't show up in menu in secondary language..  only 2 of 255 (3%) pages are listed as "No of pages" in Language settings page.

Any ideas? Can I kick that process off again somehow?

Jay, you may either restore a backup and restart the process or use Content Localization Tools by Sacha Trauwaen on Codeplex to manually tweak each page.
