I have a few modules that appear to be expired and require a new license.  How can I find out how long each license will last?  Is there a way to purchase a license that does not require an upgrade or can I get a permanent license?

You must be referring to third party modules - I have not seen one that expires 

In Module setting you can see the name of the module or in admin/extensions you can see the license details - You need to contact the module maker or search store.dotnetnuke.com to check how you can reach the developer for upgrade or license if he has the record of license against your domain name

if you obtained the modules from dotnetnuke store, you should have access to the list of your purchases and link to the product pages with licensing details.
