Solved. Here's how.
go to Admin - UserAccounts page

click on module settings (the user accounts module, that is)
Click the tab "user account settings"
At the bottom there's "Users display mode in Manage Roles" - select Textbox and save.

Thank you!!  I had the same problem when I upgraded two DNN websites in January, one from DNN5, the other from DNN6.  Both had been originally recreated in DNN 4 (after a disasterous upgrade attempt from DNN3), and the same problem appeared in both.

One of these sites already was set to Textbox but resetting it and saving it solved the problem in both sites.  Clearly there is some new setting under the hood somewhere that now needs to get set but wasn't covered in the upgrade.

I had a similar issue with admin-defined profile attributes which we use extensively.  I had to edit each one and save it again in order for some under-the-hood setting to get properly set and functioning properly on the user profile page.

I just went though an upgrade from 6.2.8 to 7.0.5 and the same behavior appeared, you just saved me who knows how much time.  Thanks.
