I got intrigued so I created a Win8 VM and installed DNN7.1 in it.

The most painful part was getting IIS and SqlExpress on, patched to the right level and updated.

The DNN install ran straight through (I use a script for most of it) and the site came up fine.

You mentioned changing the 'Connect As' setting in basic settings. I have never touched that setting, and I didn't (touch it) to get my Win8 install going. However it might be relevant that I was using the Administrator account in my Win8 VM. 

Most times when I set up DNN installs is in Win7 where my account is a PowerUser with SqlServer admin rights.

I am using SQL 2012, and as far as I can tell there isn't any difference from SQL Express. I am logged in as the administrator on my Win8 machine.  Also on another note, the install on the Win7 VM only made it to 36% of the install and then froze up. I deleted that install and tried again this morning and the same thing happened.  (7.1) I also got an error that the database could not install completely and had to restart it twice.  Going to keep at it.

If you don't use the Pass-trought authentication your user of the application pool must have permissions to the IIS and .NET Framework.  This is by Default blocked by Windows UAG.  Try to disable the UAG in your Windows Settings.

Using the pass-trought authentification the application pool user should be 'IIS_IUSRS/yourSiteName' (yourSiteName = the Name your Site is named in IIS).  This user must have write, Change and read permissions to the physical permissions of your DNN instance root Folder, and IUser must have read permissions.  Ber sure your .NET have execute permissions to scripts and executables (could set on IIS/Your site/ Headers).

Ok here is what I've done from start to finish.

Unblock the install zip.
Extract to c:\inetpub\wwwroot\dnndev.me
Create new site in IIS
Change .NET to 4.0 from 2.0
Create Database dnndev.me
Create Login iis apppool\dnndev.me
-gave that user db_owner
Created iis apppool\dnndev.me in the security tab for the folder dnndev.me
-gave full control to it

Haven't navigated to website yet. Wanted to ask now to see if I am missing something. When I check the connection in IIS it tells me authorization fails for pass-through authentication. This is where in the past few installation attempts I changed it to a specific user for authentication.

I am still on the Win7 VM at the moment and logged in as the administrator.

In my experience it's not that unusual for an install to just stop. I never feel able to trust a part complete install - I always just do it again, as you are. It does sound unusually frequent for you.

Did you really create a new site in IIS? More usual (on a dev box) is a new Application under the default site. If you do create a new site, you have to make sure that the default one is stopped and the new one started. Unless you do something clever with ports you cannot have them both running together.

You didn't mention the database connection string

I have no idea what that Test Settings button in IIS is for. In my cases (an application under the default web site) it always complains. I no longer bother clicking it.
