THANKS for the suggestions.   I am not sure what made it work, but I did two things suggested and reinstalled and now I have a functioning portal. 

1)  unblocked the zip file before setting up the portal  (duh.....wasn't aware of this issue).

2) I added what I think is the Windows account used in the App Pool.   (although I have to admit I don't exactly understand the AppPools. )

I am using SQL 2008 RC Express, so I don't think that was the issue.  

Thanks for the input.  On to the next challenge.

I think it was a combination of unblocking and permissions.  Happy DNN :)
