Does this mean that there is no more free solution to develop a DNN website?

For instance, with...
.Net Framework 4.5
SQL Server 2012 Express LocalDB
IIS 8 on Windows 8 Pro
Visual Studio Express 2013 (where's Cassini?)

FWIW - You dont need dev express or any other tool to develop general websites with DNN unless you plan on coding your own modules - and you especially dont want to have anything to do with the cassini server.

But regardless - http://www.microsoft.com/visualstudio/eng/downloads#d-2013-express is the main link

 - and select Microsoft Visual Studio Express 2013 for Web
