This is another error that may give a better clue to what the problem is and how I can go about fixing it.

I am thinking I can overwrite stored procedures if I am correct from a working version?

it still Looks like an issue of stored procedure GetAvailableUsersForIndex. This procedure has been modified in DNN 7.3.2, i.e. an upgrade should solve your issue.
