Hmmm...and you added Network Service to the users with full control over the folder?

Hamilton,
In looking at your screen shots again, it looks like you shouldn't have had any problems. The only thing is that with the screen shot of permissions that was sent, I couldn't tell what DefaultAppPool's permissions were. Thought it would be easier to simply have you change the app pool identity to Network Service.
You'll probably want to stop/start that instance in IIS after making the changes as well, to make sure it's coming up fresh.

How can I added Network Service to the users with full control over the folder?

In your folder security tab...
Edit to change permissions
Add Network Service to the list of users
Select Network Service
Allow Full Control
Click OK
