Hi Mike,

As per your instruction I have added the Network Service to the folder but still its same.

Accepted Answer 
It would appear that the anonymous user does not have read, execute, browse folder permissions on the website folder. For IIS 7.5, this would be the IUSR account. As it is a hidden account, you will need to click the Add button on the folder's Properties --> Security tab then type in IUSR and hit the "Check Names" button. The IUSR account should have Read, Execute, and Browse permissions checked.

As per William's suggestion I have added the IUSR user
