...and subsequently I remembered that I never even thought about unblocking the zip file. It's still not at all clear to me exactly what impact 'blocking' has on a zip file.

I unzipped using the builtin features of Windows server 2012. I would expect that if any code would respect blocking it would be the code in the OS.

@Sebastian - this one is a simple site. Languages English UK and English US. English UK is the default.

Only one portal - 0

Wow, many replies since my last.

Side-note: Clicking the Reply button in these forums using latest Chrome takes me to a second page that doesn't have anything in the main content area (where I would expect the Rad Editor to be so I can type in my reply). It appears I'm stuck with Quick Reply at the moment. I will try other browsers with my next reply.

Answer: I haven't tried, I was staging 7.04 -> 7.1 -> 7.2 -> 7.3 then I had 7.4 which failed. If 7.4 wasn't going to work out, I would go to 7.3.4 instead.

Asked: What languages do I have?
Answer: I've never worked with non-US English sites, as far as I know, this site doesn't have any extra languages specifically set up.
Asked: Do you have a site with PortalID = 0?
Answer: Yes, the only site in this database uses PortalID of 0
Asked: Did you restart the app after running the SQL script to fix portal settings?
Answer: I turned the App Pool and Website off, then turned on the App Pool, then started the website.

Asked: What is the impact of a 'Blocked' zip file for it's contents?
Answer: I think this stack overflow is a good explanation:

TLDR: Blocked zip means all files in it are also blocked when extracted. Visual Studio will alert you if you try to open a Blocked project file (eg- *.csproj), which you can override and click Yes.
