Side-note: Clicking the Reply button in these forums using latest Chrome takes me to a second page that doesn't have anything in the main content area (where I would expect the Rad Editor to be so I can type in my reply). It appears I'm stuck with Quick Reply at the moment. I will try other browsers with my next reply.

Answer: I haven't tried, I was staging 7.04 -> 7.1 -> 7.2 -> 7.3 then I had 7.4 which failed. If 7.4 wasn't going to work out, I would go to 7.3.4 instead.

Answer: I've never worked with non-US English sites, as far as I know, this site doesn't have any extra languages specifically set up.

Answer: Yes, the only site in this database uses PortalID of 0
Asked: Did you restart the app after running the SQL script to fix portal settings?
Answer: I turned the App Pool and Website off, then turned on the App Pool, then started the website.

Answer: I think this stack overflow is a good explanation:
http://superuser.com/questions/38476/...TLDR: Blocked zip means all files in it are also blocked when extracted. Visual Studio will alert you if you try to open a Blocked project file (eg- *.csproj), which you can override and click Yes.
