ok, in this case it really is the skin folder, however the actually skin file being used is selected in Host Settings, overrules by Admin > Site Settings and overrules by current Page's settings, the config section you displayed is just a default.

Thanks.

I checked the settings at all the levels and they either point to the "Default Skin" (which I think is the one in the config file) or to the actual skin that I'm showing in the config file.

Is there any cache or other setting that I should be looking at, that would potentially prevent the changes from showing up?

Thank you for the great responses I got here. The issue has been resolved. There appears to have been a hosting configuration issue and once that was resolved, changes to the file appeared.

Depending on your DNN version, via Host>Host Settings, you might have a Clear Cache option at the bottom.
