Sam,
- FCKEditor 2 was bundled with DNN up to version 5.4 and unfortunately didn't get uninstalled automatically, though there are known vulnerabilities.
- Telerik Editor was delivered with DNN 5.5-5.6 and replaced by RadEditor in DNN6

Either use RadEditor or install CKEditor (successor of FCKEditor and default in DNN 8) from http://dnnckeditor.codeplex.com.
Make sure to uninstall FCK and Telerik Editor and make sure /providers/htmleditorproviders/FCK folder is removed or empty.
If you want to switch Bio field from Richtext to plain text field you need to edit the property definition in Admin > Site Settings (3rd tab).

hello,

if you still have FCKeditor installed that's your problem - versions of DotNetNuke/DNN prior to 4.8.3 that contained that suffered from a critical security bug where anonymous users could upload files. We fixing that issue in 4.8.3 and retired/removed the editor - if it's still in your site it would suggest that it wasn't deleted during an upgrade (e.g if you had incorrect windows permissions) and has left a well know serious issue in your site. You can see if this is the case by checking to see if  the fcklinkgallery.aspx file exists in the providers/htmleditorproviders/fck folder. Make sure and delete the folder (first check the htmlEditor node in web.config to ensure you're not using it)

Your website is definitely out of sync, as we've been using DotNetNuke.RadEditorProvider for quite some time (since 6.2.0 AFAIR) - its also the only html editor provider that the html editor manager works with (currently). Again this suggests that your windows permissions are not correct (or were not at some time) as web.config updates have not applied - it may be worth your time downloading an install copy of 7.4.1 and updating your web.config accordingly.

As for biography, you can set the types under the admin->site settings->user account settings area.
