Give specifiied user, OR grant specific user ROLE user management powers

I want to give a user or a role full user control/management powers, to edit profile properties, change passwords, etc of all users.

I do not want to grant this user or role the ability to edit the website, merely registering, authorizing, editing user profile properties and passwords. Can this be done, and if so, how?
