I am trying to install a skin but it doesn't work and i got a error message stating:

 What is the problem? This for example says "Could Not Load Container: /Portals/_default/Containers/Web313/H3.ascx" but i can find the file exacty there, so could the problem be?

according to the error message, the file '/Admin/Containers/Actions.ascx' does not exist, which should be part of DNN distribution.
re-upload all files from DNN upgrade package of the version, you have installed, after you unblocked file access in file properties of the downloaded package.

I want to make sure that i understand you correctly, you mean that i need to unblock file access in file properties of the downloaded package and then re-upload the files from the package again? Because thats what i just did and i still have the same problem..

sorry, please check the source code of the container file(/Portals/_default/Containers/Web313/H3.ascx ) and make sure, there is no reference to '/Admin/Containers/Actions.ascx' file on the top (you should be able to delete the registration and use of the skin control inside the container).
