I see how easy it is with DNN 9+ to export a site template, which offers you custom options in the process on what should be exported.  It then generates a .template and a .resources file in my Portals directory.

What do we do from this point to import these 2 items into another DNN 9 site and get them activated?

you need to transfer the exported template files from portals directory (should be in templates folder) to the same folder on the target site.
please make sure, you are using same DNN version.

Some progressbar or atleast notifications in admin logs would be nice. I submitted site export 15 minutes ago and status is still "Submitted". No idea if it will ever complete.

We also see same issue, with DNN 9.1.0. Import says "Submitted" but it never resolves, no errors. This was for a theme and skin.

In DNN 9.1, export and import has been re-implemented. you should use at least DNN 9.1.1 to give it a try.
Some issues have been reported in 9.1.1 as well and will be fixed in DNN 9.2.0
