did you start re-install DNN on blank directory and database?

Yes, I have started installation on a blank directory and created a new database with new database user also.From the screenshot which I sent before(my first post),its clear that while installing fresh dnn 9.1.1, database installation step is completed and installation hangs during extension installation

did you unblock the downloaded package (in file properties), prior to unzipping the files contained?
Did you check file and folder permission?
Are you able to hit retry?

Yes, downloaded package is already unblocked(by right click -->Property) before unzipping the files. As first step of installation(File and Folder Permissions checked) is completed(as in the screenshot on first post), I don't think there were any permission issues.I am not able to hit retry.

What happens, if you call /install/upgradewizard.aspx again?
