So we have a client that has the Evoq license. Do they have to purchase a whole new license doubling their current cost just for us to develop them a new site in a non public facing server/url?

Jon,

You should be able to create another portal for the non-public facing URL off the same instance of DNN (leveraging DNN's multi-site capability). By using the same instance and just creating another site you wouldn't incur any new licensing costs. 

Licensing is driven by the server instance. If you were to install DNN on a different server that is what would require a new license.
