We have users that are not admins, but need to send Newsletters out to all members of various roles, i.e. "Registered Users" role. I have the newsletter module on a page that these users have access to, and can access the Newsletter module just fine.

However, in the Send to Users or Roles, they only have access to specific users...when they type a role name, no search results appear. It seems like only Admins have the ability to send to a role and non-admins can only send to users.

Not sure if there is a way around this, a config element I'm missing, etc. Any ideas?
