One more with that error message.   

I use Windows XP, IIS v5.1, SQL Server 2005 Studio Express, Visual Web Developer 2005 Express Edition, .NET Framework 2.0.

I run DotNetNuke.vscontent file from Starter kit and then VWD 2005 for Quick installation (Ctrl - F5, Build project) and then get that error message in IE.

Checked ASPNET full control on DotNetNuke directory, Default.aspx and use of ASP.NET 2.0 in IIS properties.

Yes, ASPNET 2 is on and has full control.  I've nuked this install once and will do it again .. I've gotten past the error 403 and now have a can't find globalhosts dbo which is stupid because it is there

I am determined to make this work!

I had the same 403 error before but solved after adding default.aspx to the url.

Hope this helps :)

The source of the 403 problem is usually that the Microsoft .NET Framework is not installed correctly, or is not registered correctly within Internet Information Services. The 403 error means that Internet Information Services does not recognise DNN's default page (default.aspx) as a valid web page.

First check that you have the appropriate version of the .NET framework installed (version 1.1 for DNN 3.x and version 2.0 for DNN 4.x).

If it is installed, then try running this Windows command (through the Start/Run dialog) to reregister .NET:

C:\WINDOWS\Microsoft.NET\Framework\v1.1.4322\aspnet_regiis.exe -c (if you have .NET 1.1)

or:

C:\WINDOWS\Microsoft.NET\Framework\v2.0.50727\aspnet_regiis.exe -c (if you have .NET 2.0)

Then, and only if your server is Windows 2003, open Internet Information Services Manager and check in the Web Services Extensions folder that ASP.NET v..... is set to Allow.

I was getting this same error at work, but not at home. No need to blow away your installation or do anything drastic. Here's the solution:

(1) Right-click on My Computer and choose Manage.
(2) In the snap-in console, drill down to Services and Applications => Internet Information Services => Web Sites => Default Web Site => [Name of your DotNetNuke Application Folder].
(3) Right-click your DotNetNuke application folder and choose Properties.
(4) Click the Documents tab and add "Default.aspx" to the list of documents. Bump default.aspx to the top of the list with the arrow buttons. Click OK to save everything.
(5) Go back to Visual Studio 2005 and press CNTL+F5 again.
