In your code you can call the Localization.GetString method like this:

RuleActions.Items.Add(new ListItem(Localization.GetString("action_AddNewRule",this.LocalResourceFile),"AddNewRule"));

RuleActions.Items.Add(new ListItem(Localization.GetString("action_AddRuleSet",this.LocalResourceFile),"AddRuleSet"));

RuleActions.Items.Add(new ListItem(Localization.GetString("action_DeleteRule",this.LocalResourceFile),"DeleteRules"));

If it is a list that is already coded, and the list items have a resourceKey, then you can use the language editor to create different translations.

In fact, what I call "list" is the list that one might manage in the host section under "List". You see what I mean?
