ecktwo,

The EXACT same problem exist with the media module.  It also exists with the Text/HTML module. The image spacing problem exists in all of these.  I will change the module to Text/HTML and show you.

Has no one EVER seen this very basic behavior before? I am amazed that something this basic has not been seen in the past.

Here is what the problem looks like: These are screen shots from IE and FireFox.  The width on the IE is much wider. How do I make IE behave like FireFox?  I just want the TopPane to be a single graphic that is the width of the page 770px. Why is this so hard to do?

Look at the edges of the fixed width page on each of these.

I have now tested this with the Media Module under 4.3.5, The image module, the Text/HTML module.  ALL produce the EXACT same problem.  Can anyone tell me if I am the only one seeing this problem?

Yes we see it ;) and if you know a bit about CSS and browser compliance, you shouldn't be that surprised to see these kinds of differences. One important think is that the CSS box model in IE in quirks mode is broken. So you need to skin around it if you want IE and FF to look exactly the same.

Some pointers for a do-it-yourself approach: 1. get a good CSS book, 2. analyse dnn skins, 3. look for resources, e.g. http://www.dnncreative.com   as an alternative you can always hire a skinner or buy a skin you like.
