I can't get very far setting up the store module because I keep getting an pop-up box saying -The shipping rate must be in the format #.##  When I put in 5.00 then it just shows 5 in the text box and keeps giving the error.

The tax rate does a similar thing and no mater how the rate is put in it just give the diolago box again.

Any suggestions on this.  I tried to download the latest version of the store and it didn't seem to make a difference.\

This is a bug and Ive tested it many times over and over with many client sites.  If you are using PP you can simply do this adjustment within your PP account also.  Otherwise you must leave this at 0.00 and click update to move on.
