I'm trying to upload a skin and am getting the error

An error has occurred.
Error: File Upload is currently unavailable.

Any ideas whay is caausing it?

I'm using a new install of 4.4.0

Hard to tell from limit info.  If you have access to the file manage, you can FTP the files to the skin folder and reparse.

Have you upgraded this portal from earlier instance? may be 4.02?

You can try and put release.config from a new 4.4 back in there with your config. I thought may be the file upload stuff is missing from your web.config. (Just a long shot)
