Loaded the site on a local server, did the upgrade, worked. Repeated the process on the remote site, update process said it was complete normally, no errors, but now I get:

enter your database, check the tabs table and make sure, there is only one entry with portal = Null and Parent = Null

OK:

7 1 NULL Host 1 NULL 0  1
46 -1 NULL Lists 1 NULL 1 icon_lists_16px.gif 0

I have two, I deleted the second and that corrected the problem. Thank you very much.

Now the question is why it worked local and not remote (for starters) and who I got two in the first place.

it looks like an issue of a previous upgrade script, maybe due to a manual edit of a module name.
