i upgrade to 4.5 ,why does logim page come when i go to my portal!!!!!!!!!!!!!????

just host has access to brows the site .i have checked my users ,everyone has access.

and my admin account can not see admin page anymore?and everytime i go to rules page a pop up  error appears "sys is undefined"
