Yep that's what I discovered and followed up on  with my post  at 4/17/2007 9:59:03 AM.

Whom ever on the core team that is responsible for this feature missed his/her QA check before this item got released.

Alex Shirley notified me of the problem this afternoon. I tried to duplicate and was not able to experience an error on my standard test machine. I then tried a different machine and was able to replicate. The dotnetnuke.webproj stub file was added to the package, re-tested and validated, checked in, and re-deployed to SourceForge - so the Starter Kit package for 4.5.1 should now be fine for everyone.
