I get this error after installing 4.0.2 on my shared hosting service (CrystalTech).  It has nothing to do with my SQL Server connection, it's working just fine (installation was flawless and all database tables and stored procedures installed perfectly).  Thus, there must be some sort of bug in the code, or something that's not configured correctly by default.  Has anyone else received this error on their hosting service and been able to fix it?  Thanks.

I get the same with version 4.0.0 at various points within the site and not always in the same place.   Any info welcome? I begining to think I should have stuck with version 3.

There is a timing window in Localization.vb GetTimeZones that can result in returning back a null timeZone.  LoadTimeZoneDropDownList doesn't check for null before trying to access timeZone.Count.  The fix for this is posted in this thread: http://www.dotnetnuke.com/Community/ForumsDotNetNuke/tabid/795/forumid/108/threadid/14097/scope/posts/Default.aspx
